The government always has a large quantity of cars and trucks that may be in good condition, but which it can no longer use and must be sold off at surplus auto auctions. These government fleet vehicles are either those used by government agencies like police departments (these cars have seen heavy use but will have been well maintained) and those used as personal vehicles which will often have very low mileage.
